Christopher L. Richard Joins Gilpin Givhan’s Health Care Practice Group

Gilpin Givhan is pleased to announce that Chris Richard, former Assistant General Counsel for the Alabama Medicaid Agency, has joined the firm's Health Care practice group. Mr. Richard joins the firm with a focus on health care providers and suppliers with respect to business, regulatory, compliance and payment issues. 

“Chris will be a tremendous asset to our Health Care group,” said Davis Smith, Managing Partner. “His depth of experience in the health care arena plus his ability to resolve complex legal matters makes him a valuable member of our team.” 

During his time at Alabama Medicaid, Chris represented the Agency in administrative hearings and litigation and monitored various compliance issues related to Title XIX of the Social Security Act and accompanying regulations, as well as other federal and state laws and regulations affecting Medicaid. Mr. Richard also advised Medicaid on matters including reviewing and drafting legislation, preparing reports to the Alabama Legislature and implementing legislation impacting the Agency. He also worked to transform Medicaid’s service delivery system to provide managed medical care and Long-Term Services and Supports through Regional Care Organizations and Integrated Care Networks. 

Chris received his B.S. degree in Economics, specializing in Public Policy and Law, from The University of Alabama. He earned his J.D. degree from The University of Alabama School of Law.
